Michigan’s cannabis market shrinks as new tax threatens more closures, layoffs - Detroit Metro Times

Michigan's cannabis market is facing a bleak future as a new tax threatens to shut down even more dispensaries and lay off thousands of employees. Since recreational sales began in December 2019, the industry has been plagued by declining prices, with over 550 businesses closing and thousands losing their jobs.

The latest blow came in December 2025, when adult-use cannabis sales fell by 3.1% to $3.17 billion, marking the first decline in annual sales since recreational sales began. This is a far cry from the growth the industry experienced in previous years, with Michigan becoming one of the top producers in the country.

The main culprit behind the decline is an oversaturated supply of cannabis products. As more businesses enter the market, prices plummet and margins shrink, making it difficult for smaller operators to stay afloat. The new 24% wholesale tax will further exacerbate the problem, forcing many dispensaries and processors to close their doors or significantly reduce operations.

The impact on workers is already being felt, with many employees fearing for their jobs as the industry continues to shrink. Municipal budgets are also at risk, as local governments rely heavily on cannabis excise tax revenue.

Business owners like Tom Farrell, owner of Refinery dispensaries, say they're struggling to adapt to the changing market. "We're losing money every day," he says. "It's slower than it has ever been."

The new 24% wholesale tax was passed by the state legislature despite opposition from many in the industry and consumer advocacy groups. Gov. Gretchen Whitmer signed the bill into law, touting it as a way to raise revenue for the state.

However, critics argue that the tax will only lead to more closures and layoffs, harming small businesses and communities that rely heavily on cannabis sales. "They took advantage of a fledgling industry that isn’t organized," says Stuart Carter, owner of Utopia Gardens dispensary. "Now everyone is scrambling to figure out what to do."

As the market continues to shrink, it remains to be seen whether the state can find ways to mitigate the impact on workers and communities. For now, dispensaries, growers, processors, and other cannabis businesses will have to navigate these uncertain waters.

The situation has brought fears of an illicit market resurgence, as more consumers turn back to black markets that don't face steep tax rates. This could ultimately lead to a loss of revenue for the state in the future.

With sales declining and profits shrinking, Michigan's cannabis industry is facing an uncertain future. Will lawmakers find ways to adapt and ensure the survival of small businesses and employees? Only time will tell.

I'm so worried about the future of Michigan's cannabis market 🤕💔 I mean, it's already been declining for a while now, but this new 24% wholesale tax is just too much 💸😩 I remember when recreational sales started in 2019 and the industry was booming 🚀🌱. Now it's like, what's going on? Where did all the money go? 🤑 I'm also thinking about those small business owners who are struggling to adapt 🤝🌿. They're already losing money every day 😩, and now they have to deal with this new tax too? It's just not fair ⚖️. And what about all the employees who are going to lose their jobs? 🤕😔 I'm just hoping that lawmakers will figure out a way to help these businesses and workers out 💪🌟

I don't get why the state has to slap such a big tax on cannabis products now 🤔. It just makes it harder for people to buy stuff from dispensaries and even worse for the little guys who own those places. They're already struggling, and this new 24% wholesale tax is like pouring gasoline on a fire 🔥.

I can see how it's supposed to raise revenue, but what if all the dispensaries and growers just close up shop? That would be really bad news, not just for the people working there, but also for the communities that rely on those businesses. It's like they're expecting everyone to just magically adapt to a changing market without any help 💸.

I'm all for the state making some money, but I think they need to find ways to make it easier for cannabis businesses to stay afloat, not harder 🔒. Maybe they could offer some kind of relief or support for the little guys? That way, everyone can benefit from this industry instead of just the big companies 🤝

Dude 🤔, this is like total governance fail! The new tax is all about profit over people, and it's gonna hurt those little dispensaries so bad 😱. I mean, come on, 24% wholesale tax? That's like asking a small business to take a huge leap of faith 💥. What's the state legislature even thinking? It's not like they're addressing the real issue – oversaturation 🤯. They should be finding ways to regulate the market instead of slapping more taxes on it.

And what about those workers, man? Thousands are losing their jobs, and it's all because of this one tax 😞. This is like a classic example of trickle-down economics gone wrong 💸. The state is expecting small businesses to absorb the blow, but that's just not how it works 🙅‍♂️.

Michigan needs some serious policy tweaks to get this industry back on track 🔧. Maybe some kind of tax reform or even a regulatory overhaul? Something, anything, before more dispensaries close their doors and thousands lose their livelihoods 😩. This is like a ticking time bomb, waiting to go off 🕰️. We need lawmakers who care about the little guy, not just lining the pockets of big-time investors 💸.

Man, it's like they took all the magic outta this whole cannabis thing 🤯. I mean, I get why they wanna raise revenue, but 24% wholesale tax? That's just crazy talk! It's gonna be a real bummer for those little dispensaries and growers who are already struggling to stay afloat 💔.

And you know what's even crazier? They're just gonna shut down and people will go back to buying weed from the streets. I mean, come on, that's not exactly the future we wanted 🚫. It's like they forgot all about the whole "regulated industry" thing they were all about. Guess they didn't think it through too well... 😒.

I feel bad for Tom Farrell and Stuart Carter and all those other business owners trying to make this work. They invested their hearts and souls into this industry, and now it's just getting crushed 💀. It's like the state is saying, "Hey, good luck with that, you're on your own!" 🤷‍♂️.

Anyway, I guess we'll just have to wait and see if anyone can find a way to save this thing... maybe they can lower the tax or something? A guy can dream, right 😊.

man this new tax is like a death sentence for dispensaries 🤕... i get it gov wants more revenue but 24% wholesale tax is just too much for them to handle... what if they pass the burden to consumers instead? that way everyone knows what they're paying and can make informed decisions about their spending 🤑 meanwhile small businesses are struggling to stay afloat and people are losing jobs 😞 gotta find a middle ground here, lawmakers need to work with industry players and find a solution that benefits everyone not just gov 💼

ugh i cant believe what's happening to michigan's cannabis industry 🤯 its like they took a step back in time and forgot about all the people who invested their lives into this business already we were doing alright, just adjusting to the market and trying not to lose our shirts anymore but now with this 24% wholesale tax, im pretty sure ill be forced to close my shop down too it's like they want us to fail, to shut up and go away 🤷‍♀️

and what really gets me is how they're just gonna sit back and watch as all these people lose their jobs, its like a never-ending cycle of suffering for them and i know im not alone in this feeling either we've been trying to make this industry work for years now, only to be met with more and more red tape and regulations that are sucking the life out of it

i really hope whoever is making these decisions has some kind of heart, like seriously how could you do this to us, to our families, to our employees who put their lives into this business and now its all being taken away from them 💔

man this new tax is like the final nail in the coffin for michigan's cannabis market 🤕 it's not surprising that sales are down, prices are crazy low and margins are tiny already but now with a 24% wholesale tax it's gonna be tough for dispensaries to stay afloat i feel bad for all the employees who are losing their jobs they're already struggling to make ends meet. maybe lawmakers can revisit the tax or find another way to generate revenue that doesn't harm small businesses and communities 🤞

Yooo whats good fam?? so i was reading about michigans cannabis market and it's like totally tanking 🤯 24% wholesale tax is just too much for a lot of dispensaries to handle, they're literally losing money every day 💸 it's not just the businesses that are struggling tho, employees are too - thousands could lose their jobs 🤕 i feel for the small business owners who invested everything in this industry, they must be super stressed out rn 😩 anyway, i think it's time for lawmakers to revisit the tax and find a more sustainable solution for everyone involved 💡

I'm just worried about those dispensaries closing down 🤕... It's like, I get that the state needs revenue, but can't they see how this 24% tax is gonna hurt people? Small business owners are already struggling to stay afloat. What's the point of even having a cannabis industry if it's just gonna become another victim of government overreach 🤑
